1. Fill form PARTS FORM (Application for Pesticides Registration) 2. Submit to the Registrar:
Ü Three copies of the registration dossier containing
- Application details as per form in 1 above
- Physical and Chemical properties of the product
- Material safety data sheet (MSDS)
- Toxicological data and publications
- Environmental data and publications
- Method of analysis for the formulated product.
- Six copies of label specimen in English and Swahili
- Ü Formulation sample for laboratory and field tests
- Ü One gram of technical material for Lab. Analytical reference standard
- 3. Payment involved:
- $ 50 as an Application fee
- $ 1000 as Experimental Registration Fee (payable once)
- $ 3000 – $ 15000 as field test fee to cover field expenses for (one cropping season –required three cropping seasons). The amount depends on the nature and extent of the field tests to be done.4. A scientist from a public Institution will carry out field trials of the product, write the report and submit it to the Registrar5. The field report and dossier are submitted for scrutiny to the Pesticides Approval and Registration Technical Subcommittee (PARTS), and the Plant Protection Advisory Committee (NPPAC). If approved by both Committees, then the pesticide is registered. Thereafter, the registration fees in no. 6 below are paid.6. Registration Categories and Fees:
- FULL Registration $ 1,000 for five years (renewable)
- PROVISIONAL Registration $ 1,500 for two years (renewable)
• RESTRICTED Registration $ 1,000 for two years renewable)
7. Having paid the fees, a Pesticides
Registration Certificate is issued. FULLY and PROVISIONALLY
registered products may be imported, sold and used by the general public.
RESTRICTED products are sold in special pesticides shops for specific purposes, and can only be handled by specially trained personnel
PESTICIDES IMPORTATION PROCEDURE
1. Fill the form (Application for a Permit to Import of Pesticides you can get it from Registra’s office and Must be registered as pesticides Importer)
2. Submit to the Registrar:
- The duly filled Form,
- the proforma invoice from the country of origin of the pesticide to be imported.
- Certificate of Analysis of the products to be imported •
- 3. Pay: Cess fee equivalent to 0.5% FOB value of the pesticide to be imported Analytical fee: $ 150 per three tons or 3 hectoliters) of the product to beimported
- 4. A Permit to Import Pesticide is the issued. On arrival at port of entry a , pesticides inspector will inspect the consignment and Check to see if label, packaging, expiry dates etc. are within specifications Take samples and submit them to TPRI for laboratory analysis5. If sample meets the specifications, a Certificate of analysis is issued; which allows the product to be released from port.
- NOTE: Every pesticides importer pays a pre-business license fee of $ 150 per year Only registered pesticides are allowed for importation into the country.Consignments which fail the criteria outlined in 5 and 6 above are rejected, and have to be returned to the country of origin at owner’s cost.
